Create Dashboards without a Team

Introduced Project Dashboards as a new dashboard type that can be created without association to a team. This allows for cross-team tracking, virtual-team collaboration, or special projects not tied to a team. Project Dashboards are public by default, with configurable admin permissions. Widgets that require team context have been updated to allow selection of a specific team when used on Project Dashboards.
