Delivery Plans 2.0 Update

Introduced dependency tracking for Delivery Plans 2.0, allowing visualization of predecessor and successor links between work items. Increased the team limit for plans to 15. Addressed bugs and issues based on feedback. Clarified that existing plans from the original Plans extension are compatible and no data migration is needed. Removed HTML fields from card display due to formatting challenges.
