New Feature: Delivery Plans for Visual Studio Team Services

Introduces Delivery Plans, a new feature for Visual Studio Team Services that provides a cross-team and cross-project view of work on a calendar. Users can add teams from different projects, drag and drop cards to update iteration paths, and customize card fields. The feature is available as a public preview extension and will be integrated into Team Foundation Server in a future release. Future enhancements planned include markers for key dates, field criteria for filtering, and dependency tracking.
