Stakeholders can now view VSTS Analytics widgets

This post enables users with Stakeholder licenses to view VSTS Analytics widgets, including CFD, Lead/Cycle Time, Velocity, and Burndown/Burnup widgets. Previously, only users with Basic licenses or higher could access these widgets. Access to the Analytics OData endpoint and Power BI integration still requires a Basic license or higher.
