Supplying Run Time Parameters to Tests

Introduces the `TestRunParameters` section in RunSettings files for MSTest framework to supply external resource connection details (e.g., `appUrl`) to tests. Enables overriding these parameters at runtime in Visual Studio Test task or Visual Studio Test using Test Agent task for CI, BDT, and Release workflows. Allows declaring build variables to avoid hardcoding values in tasks.
